Russia's been using a 'shadow fleet' of hundreds of aging tankers to dodge sanctions and keep the oil revenue coming. These tankers, often owned by opaque entities, help Russia's oil exporters elude the $60 per barrel price cap imposed by Ukraine's allies. But the cap, aimed at limiting Russia's profits, has made two-thirds of the targeted vessels idle. Meanwhile, the average age of these vessels is around 18 years, making them more vulnerable to accidents. Non-IG insurance may not cover the enormous cleanup costs in case of an oil spill.
